It is really un understandable that why the concerned authorities under the administration of Ministry of Information Technology &Teecomare reluctant to give relief to victim and retired pensioners of PTCLin spite of Judgement passed by Honorable Supreme of Pakistan in favor of VSS and retired employees,in which clearly directed to grant relief but all in vain and thousand employees of PTCL are being discriminated by authorities of PTET & PTCL as all the writ petitionand appeals were dismissed already by Islamabad High Court, Peshawar High Court and Honorable Supreme Court of Pakistan by these remarks “We have come to conclusion that the respondents who were the employee of T&T Department having retired after their transfer to the Corporation and the Company, will be entitled to the same pension as is announced by the Government of Pakistan and the Board of Trustees of the Trust is bound to follow such announcement of the Government in respect of such employees. Consequently, these petitions are Dismissed”.The Senate Standing Committee on IT&T pointed out in report to Senate after conducting a thorough probe on the issue of payment of increase in pension to the retired employees of Pakistan Telecommunication Company Limited (PTCL) employees payable by Pakistan Telecommunication Employees Trust (PTET)
PTET Board of Trustees have committed violation of Act of 1996, which was noted/observed by the Senate standing committee on Information Technology and Telecommunication in its report, so the judgement of High Courts need no discussion as already several judgements of Honorable Supreme Court have been passed in favour of PTCL employees. Ministry of IT&T is further aware that PTET maintains Service book of each individual employee. Date of appointment, Length of service,Date of retirement and class of pension etc, is printed by PTET before handing over Pension book to an employee on his retirement from service. Copy of Pension book was part of all petitions filed by pensioners including writ petition no 148/2011 and connected writ petitions. Disputing the pension book issued by PTET itself amounts to admission that PTET does not know, for sure, that the individuals receiving pension from the Trust are factually the employees of Telecommunication who proceeded on retirement from PTCL under VSS, still PTET is disbursing billions of rupees every month, every year, to employees who PTET does not know, amazingly, are PTCL pensioners or not. It raises many questions on the performance of PTET Board of Trustees and PTCL.
Recently a letter was written to PTET Board of Trustees by the Ministry of IT&Telecom with the directions to make payment to entitled pension alongwith arrears wef July 1st, 2010 till date, to all those pensioners including VSS-pensioners who started their services as employees of T&T Department and were transferred to the Corporation under the PTC Act 1991 and then to the Company under the Recognition Act 1996 and retired from PTCL without any further delay. Many pensioners would be prayerful for this act of kindnessinitiated byShoaib Ahmed Siddiqui, Federal Secretary Information Technology &Telecom, who not only said to provide relief the petitioners (1129) granted relief by Honourable Supreme Court but desired to treat equally to all the PTCL victims and also said that We are bound to obey and follow the kind directions of Honourable Supreme Court. It will not be justified to admit that the Senate committee comprising on Senators Rubina Khalid, RukhsanaZuberiand Rehman Malik, who stood with the pensioners from the day first since the complaints were lodged against PTET & PTCL. It would not be out of place to mention that there is the only the Government of Pakistan Peoples Party (PPP) who always cared government employees and given the increase 100% in their regime to enhance salaries which given the benefit to pensioners as well. It is particular to share with pain and sorrow that many pensioners abode to heaven with the wish to receive their financial enhancement nowlet’s see when the dream of naive pensioner comes true.
